How a shop is valued

Shops are the only sector valued by zoning. The Valuation OfficeThe government body that sets every property's Rateable Value. From April 2026 the VOA is part of HMRC (see below), but 'VOA' is still the common name for the valuation side of the work. divides the unit into 6.1 metre strips running back from the frontage and halves the value of each successive strip — Zone A at the full rate, Zone BThe next bands of depth behind Zone A. They're valued at a fraction of the Zone A rate (commonly half of Zone A for Zone B, half of that again for Zone C) because space further from the shop front is worth less to a retailer. at half, Zone C at half again. Storage, staff areas and upper floors are added at their own, much lower rates.

The strips are added together as an equivalent area "in terms of Zone A", or ITZA, and multiplied by the Zone A rate set for that shopping location. A wide, shallow shop therefore values higher than a narrow, deep one of the same floor area: frontage drives the bill, not square metres.

The same pitch, different rate

A Zone A rate is set for a shopping location as a whole. Where that location runs a long way through changing trade, or covers several floors of a shopping centre, the band gets wide. The measurements are out of date

Areas on the summary valuation are often years old. A unit subdivided, a rear area taken out of use, a mezzanine removed — none of it updates automatically, and a square metre of Zone A is worth four times a square metre of Zone C.

The zoning is wrong for the shape
